Bridge Guy Restabilization

The silent video released by the police stabilizes bridge guy's head in a constant position. This redo stabilizes the bridge. It also ends two frames earlier since it's as sharp as any and those last frames go out of focus.

To inspect a single frame, click its position on the video player timeline. Unfortunately, only about eight frames are in good focus.

The image on the right demonstrates the reason for the poor resolution. The released video has a resolution in pixels of 308 x 506, while an iPhone 6s camera like Liberty German's has a resolution of 3024 x 4032, so what we see could be only 10% of the original frame's width and height.

Police Narratives on the Video

News Conference, April 22, 2019

Doug Carter, State Police Superintendent, said, "We are releasing additional portions of the audio recording from that day. Please keep in mind, the person talking is one person, and is the person on the bridge with the girls. This is not two different people speaking. Please listen to it very, very carefully.

"We are also releasing video recovered from Libby's phone. This video has never before been previously released. The video shows a suspect walking on the bridge. When you see the video, watch the person's mannerisms as they walk. Watch the mannerisms as he walks. Do you recognize the mannerisms as being someone you might know? Remember, he is walking on the former railroad bridge. Because of the deteriorated condition of the bridge, the suspect is not walking naturally, due to the spacing between the ties."

"We also believe this person is from Delphi, currently, or has previously lived here, visits Delphi on a regular basis, or works here."

Ronald Logan Affidavit

The affidavit for a Ronald Logan search warrant said, "A suspect has been developed of a White Male wearing a blue jacket, with a heavy physical build, wearing a cap and blue jeans. The development of this suspect was made by a 43 second video taken on LG's phone, where the suspect follows the victims as they are walking on the Monon High Bridge Trail. Near the end of the video, the suspect speaks to the victims, saying 'down the hill.' It sounds as though he is directing the victims to leave the trail they were on and enter the wooded area below. No person has come forward and identified himself as the person who met the victims and made the statement in LG's video, therefore it is believed that person in LG's video participated in the killings. Images of the suspect have been broadcast on the news media since February 15, 2017 as a person of interest."

"LG and AW are presumed to have made contact with the unknown male at approximately 2:13 pm, based upon analysis of LG's cell phone, which recorded the video."

"The location of the crime scene is approximately 1400 feet from LOGAN's residence. LOGAN is a 77 year old male. LOGAN's physical build is consistent with that of the male suspect videoed by LG on the Monon High Bridge trail. LOGAN owns farmland and cares for large farm animals. LOGAN appears to be in good physical condition. LOGAN has been interviewed several times. His voice is not inconsistent with that of the person in the video."

[The investigation uncovered that Logan had been driving in violation of his two-year probation for drunk driving. He was sentenced as a Habitual Traffic Offender and spent about a year in prison at New Castle followed by home detention. He was never charged in connection with the murders. He died in 2022.]

Richard Allen Affidavit

The search warrant affidavit for the Richard Allen said "Investigators located Liberty German's iPhone 6S under her body at the scene and were able to recover video, approximately 43 seconds in length, captured at 2:13 p.m. on February 13th, 2017. The video depicts Abigail walking on the Monon High Bridge toward Liberty while male subject wearing dark jacket and jeans walks behind her. Near the end of the video the man is heard in the video telling the girls, 'Down the hill.' Through further investigation of the location of the bodies, investigators also located .40 caliber unspent round.

"No outgoing communications were found on Victim 2's phone after this time. Their bodies were discovered on February 14th, 2017.

"The video recovered from Victim 2's phone shows Victim 1 walking southeast on the Monon High Bridge while a male subject wearing a dark jacket and jeans walks behind her. As the male subject approaches Victim 1 and Victim 2, one of the victims mentions, 'gun'. Near the end of the video a male is seen and heard telling the girls, 'Guys, Down the hill.' The girls then begin to proceed down the hill and the video ends. A still photograph taken from the video and the 'Guys, Down the hill' audio was subsequent released to the public to assist investigators in identifying the male."

"On September 21, 2022, Detective Liggett was provided tip narrative from ORION DIN-C000074-01 to review. It was from DNR Lieutenant Dan Dulin. The narrative was as follows: 'Mr. Allen was on the trail between 1330-1530. He parked at the old Farm Bureau building and walked to the new Freedom Bridge. While at the Freedom Bridge he saw three females. He noted one was taller and had brown or black hair. He did not remember description nor did he speak with them. He walked from the Freedom Bridge to the High Bridge. He did not see anybody, although stated he was watching stock ticker on his phone as he walked. He stated there were vehicle parked at the High Bridge trail head, however did not pay attention to them. He did not take any photos or video.'

"The evidence gathered shows that on February 13th, 2017 that 4 girls, Railly Voorhies, Breanna Wilber, Anna Spath, and Isabel Voorhies, were on the trail when they observed a male individual walking on the trails towards the Monon High Bridge. The male was wearing clothes similar to the clothes of the male depicted in the video taken from Liberty German's phone. Investigators know that this male is the last known individual to have contact with Liberty German and Abigail Williams before they were murdered.

"Further, Betsy Blair, was shown a picture of the individual on the Monon High Bridge and she says that is the same individual that she witnessed on the trails and on the bridge. In an interview with Richard M. Allen, done on October 13th, 2022, he admits that he was in fact on the trails on February 13th, 2017 and walked past the 3 girls and continued on to the Monon High Bridge. He stated that he was physically on the bridge. After Betsy Blair sees this individual there are several other individuals on the trail that don't observe the man or Liberty German or Abigail Williams."

"Sarah Carbaugh, then observes a man walking down 300 North, with a blue jacket and jeans and that he is muddy and bloody, as if he had just been in a fight. She is shown a picture of the man on the bridge and she that is the same man she observed walking on 300 North. Investigators believe that Richard M. Allen is the last individual to have contact with Liberty German and Abigail Williams. Investigators further believe that Richard M. Allen is the individual depicted on the Monon High Bridge from the video taken from Liberty Germans' phone."
